I spoke with a guy in trees and shrubs today regarding your rose. I hope you do have it planted in full sun cause that is what it needs. Secondly, you might try purchasing some Super Bloom fertilizer and try that to boost it. Also, if it doesn't bloom this spring cut it back a little. I know that sounds crazy but plants react in all kinds of ways. Good luck! Maybe it will bloom for you this year.
